This Opportunity:
Palladium seeks a Sr. Manager who will assist to develop and implement a growth strategy for the Health Integrated Services and Systems and Francophone Africa portfolios, building a pipeline of USAID and other donor opportunities. Responsibilities require regional knowledge and experience in best practices, donor priorities, initiatives, and project management. The Sr. Manager will support various health business development efforts for the ISS portfolio and across various technical areas (health, youth, education, economic growth, capacity building, gender and conflict stabilization) for the Regional Francophone Africa Portfolio. The Sr. Manager will build relationships with USAID, other clients, teaming partners and government stakeholders; participate in conferences; and regularly liaise and coordinate with other senior leaders across the organization. This position will help to identify key staff, analyze solicitation documents (RFPs, RFAs, and requests for concept notes), participate in scoping trips, and engaging in proposal development as a writer or by providing technical input.
The Sr. Manager, when required, will also work closely with project teams to ensure the successful implementation of projects from start-up to closeout. He/ she will manage complex components of large projects, or smaller projects, with responsibility for work planning, budget management, project deliverables, client relations, and staff supervision.

Reporting and Supervision:
The role reports to the Francophone Africa Portfolio Lead and the Integrated Health Systems and Services Portfolio Lead based in Washington, DC. The role will work collaboratively with relevant Portfolio Leads and Project Teams
The Sr. Manager must have depth and breadth of business development experience and demonstrated success winning new business in the USAID market
Primary Duties and Responsibilities:
The primary responsibilities of the Sr. Manager are:
Contribute to winning large donor-funded projects in Palladium’s technical core and growth areas in Francophone Africa and the Health Integrated Systems and Services Portfolios
Build a strong pipeline of opportunities and potential business opportunities at an early stage by analyzing funding trends and project cycles in target geographies and strategic technical areas including health service delivery and systems strengthening, youth, education, economic growth, gender, capacity building and conflict stabilization
Build relationships with USAID and other clients, government stakeholders and partners
Build long term relationships with regional and local partners that can contribute to Palladium’s business development and implementation activities.
Engage with the USAID Missions to understand USAID priorities and gather intelligence on upcoming procurements
Lead the proposal development and ensure that the opportunity capture process, from lead generation through submission, is strategic, efficient, grounded in the local context, and that proposals meet the highest standards of quality and compliance
Provide strategic insights and leadership to proposal writers and the bid writing process
Contribute to the development and implementation of country level marketing and positioning strategies
Carryout landscape and competitor analyses
Assist in the development of portfolio level, country level, and bid specific marketing materials including case studies, fact sheets, blog posts, and capability statements
Represent Palladium at local and regional forums and conferences
Mentor local and regional Palladium Country Directors, regional staff, and CoPs on business development
Contribute to quality knowledge management and sharing efforts; provide input and/or review of technical briefs highlighting Palladium’s work and achievements
Supports oral presentations, Q&As, and Final Proposal Revisions (FPR)/Best and Final Offers (BAFO)
Build and maintain relationships with key personnel candidates for identified opportunities
Build a network of strong teaming partners in the region
Liaise and coordinate with other senior leaders across Palladium
Support the implementation of any project in the region from start-up to closeout, traveling to the country office as needed
Direct and manage complex components of large projects, or series of smaller projects, with responsibility for work planning, budget management, project deliverables, client relations, and staff supervision
Manage relationship with partner organizations on compliant delivery of inputs and the achievement of agreed upon outputs and outcomes, build local capacity as needed
Build team cohesiveness, lead, mentor, train, and motivate staff to ensure cooperation, project efficiency, and boost morale
Manage project changes including project scope, schedule, and costs to keep the project plan accurate and updated
Key Competencies Required:
Prior experience managing and coordination proposal development for USAID opportunities with a successful track record
Experience conducting market and pipeline analysis
Demonstrated ability to build and manage working relationships with clients, partners, and technical experts
Demonstrated knowledge of the region and of trends in relevant areas i.e. health, capacity building, youth, education, gender, and conflict stabilization, donor initiatives and programs
Demonstrated ability to manage, develop, and supervise junior staff, remote staff and other initiatives
Strong management and team-building skills
Strong verbal and written communication skills
Strong analytical and strategic thinking ability
Ability to work both independently and as part of a team
Fluency in English and French
Ability to use the Microsoft Office Suite including Excel, Word, PowerPoint, and the Teams collaborative site
