This Opportunity:
The purpose of the Localize Global Health Security (LGHS) is to work with local partners to address critical health security gaps, as detailed in a country’s National Action Plan for Health Security (NAPHS), Joint External Evaluation (JEE) report, State Parties Assessment Annual Reporting (SPAR) Tool reports or other recent health security planning documents. The LGHS mechanism will complement the multisectoral, cross-technical approaches of other GHS programs to move focus countries closer to achieving the GHSA 2024 target. Progress towards the GHSA 2024 target is critical to strengthening and sustaining global pandemic preparedness. LGHS will support country-level progress against country-driven priorities (as outlined in the National Health Security Action Plan) by increasing country ownership, promoting sustainable governance, and fostering trust in infectious disease prevention, detection, and response activities.

The Grants Director oversees the grants component of the LGHS program. This includes overseeing and/or carrying out a full range of tasks, including, grant review and selection for approval, work plans, grantee budgets and budget narratives, preparation and compliance review of grant modifications and memoranda of negotiation; grant obligation ceilings, processing of monthly grantee advance/reconciliation/reimbursement requests, design a grant manual, review awards, types of grants, target recipient groups and activities, selection criteria, roles and responsibilities, etc. This position is contingent on funding.

Duration: 5 years (anticipated start in February 2023)
Location: Washington, DC

Primary Duties and Responsibilities
Oversees the grants administration in conformity with USAID policies and procedures throughout the duration of the activity while backstopping routine grantee financial reporting processes and all grantees’ funding obligations;
Drafts grants manual and related program documents;
Develops and implements a grant tracking system to ensure the timely and correct execution of all grant agreements;
Maintains communication with recipients to ensure smooth administration of sub instruments;
Prepares and reviews grant documents;
Reviews recipient reports and documentation for compliance with agreement/sub-agreement terms and conditions;
Collaborates with technical teams as required.
Position Requirements
Bachelor’s degree in business administration, finance or a related field;
At least seven (7) years of progressively responsible experience in grant management including at least three (3) years of as a grant manager with a reputable organization administering grants and subcontracts;
Previous experience in building or enhancing CSOs financial management capacity through grant administration is preferred;
Demonstrated experience in managing grants components on other USAID globally-funded programs highly desired;
Excellent communication skills are essential to write effectively and persuasively and be able to present information in a variety of settings and formats.
