Overview
Humanitarian Advisor needed to provide leadership, management, strategic oversight for Jhpiego’s humanitarian work across the world. This will include developing an internal humanitarian strategy including positioning Jhpiego in this area, leading a multi-disciplinary internal working group, and providing leadership and operational advice to countries as they work in the humanitarian sector. The Humanitarian Advisor will work collaboratively with liaisons from different departments at Jhpiego, especially with the New Program Business Development (NPD), Technical Leadership and Innovation Office (TLI), and the Security Director.
The successful candidate will have experience leading/managing projects in the humanitarian sector, implementing USG funded integrated health projects, and establishing systems to ensure compliance with core standards throughout the humanitarian program cycle. In addition, candidates should have strong management and organization skills, excellent mentoring and interpersonal skills, and a strong ability to work with a range of internal and external partners.
Responsibilities
Develop and support the implementation of Jhpiego’s humanitarian strategy and workplan
Convene and lead internal multi-disciplinary humanitarian working group
Develop training packages for staff new to humanitarian programming or working in insecure and conflict-affected settings Ensure that internal Jhpiego programmatic approach and tools to support humanitarian work are comprehensive and cohesive including appropriate safeguarding mechanisms and protection mainstreaming
Support new proposal development to design realistic programming and budgets for working humanitarian areas and foster relationships with key donors
Work closely with other Jhpiego departments (HR, security, finance, contracts, etc.) to orient them on working in humanitarian settings
Work with GPO Management team and other relevant staff in Baltimore/DC offices (technical, new program development, global communications) to inform of successes, challenges and lessons learned in implementation of humanitarian projects
Provide support to Country teams and Program Officers to develop workplans for humanitarian projects
Provide leadership for building Jhpiego’s reputation as a key partner in humanitarian response by serving as an expert on relevant global working groups and by representing Jhpiego in external fora including international conferences and meetings, supporting local counterparts to present and disseminate learning from country implementation, and contributing to the development of communication materials
Required Qualifications
MPH or equivalent advanced degree
7+ years’ experience in international humanitarian sector
Proven experience successfully managing large humanitarian projects and working with partners
Experience writing or supporting humanitarian-focused proposals
Excellent understanding and experience of program operations in humanitarian areas
Deep knowledge of global humanitarian standards, guidance and approaches (e.g. Sphere, IASC, safeguarding and protection mainstreaming, global health cluster guidance)
Experience in training and facilitation both in person and virtually
Experience representing organizations at high level meetings
Knowledge of USG rules and regulations
Excellent written and oral communication skills, organizational skills, and team building skills
Strong communication and presentation skills
Proven leadership skills
A commitment to customer service and to supporting a positive team culture
Fluent in another language beyond English preferred
Travel: Ability to travel 40%
