The Pandemic Prevention Institute (PPI) aims to help the world detect, prevent, and mitigate pandemic threats We are an independent, nimble, collaborator with the global community working toward an early warning system for the world. With a growing global network, PPI will leverage data to drive decision-making that prevents pandemics. Our partnerships span public, private and academic sectors. While we are mostly focused on Covid-19 today, we are working towards more robust pandemic prevention for the future. Coordinating with national and international health authorities, policy makers, public, private, and academic sectors, the ultimate overarching goal is to to achieve containment while enhancing and speeding the pandemic prevention response.
Position Overview
The Manager, Global Networks and Partnership – Pandemic Prevention will directly support the Managing Director, Global Networks and Strategic Partnerships in the development, deployment, and sustainability of regional pathogen surveillance initiatives, leveraging the full capacities of the Rockefeller Foundation and PPI to transform global ability to see the signal, speed the response, and stop the spread of new outbreaks. To do this, PPI will work a global array of partners in a “Nexus-and-Node” model to leverage diverse data types and use cutting edge analytics to detect the earliest possible “signals” of potential outbreaks, work with pandemic prevention ecosystem and public health authorities to verify and validate these signals, and provide updates that prompt rapid action. To support these aims, the Manager, Global Networks and Partnerships – Pandemic Prevention will manage programmatic activities, partnership and network relationships, and lead in coordination across the global health ecosystem and country/regional partners to build collaborations that strengthen national/regional data generation, analytics, and utilization towards outbreak detection and rapid response. Moreover, the role will serve as a link between PPI-developed products and tools and regional/national application. In addition, this role will also be engaged in cross-organizational network team collaborative strategic and programmatic development processes and activities.
Working across PPI teams, governments, multilateral donors, and private sector entities, the Manager oversee the work of partners, grantees, contractors, and relevant network team staff. Additionally, this role will be engaged in processes to evaluate and identify current and future programmatic and project partnership opportunities, while supporting the development of PPI internal strategic plans and extensively support networks/partnerships portfolio development
Location: This role will be based in Washington, DC.
Principal Duties and Responsibilities
Work collaboratively with the Managing Director to support the development and execution of ambitious strategies to strengthen and accelerate access to pathogen sequencing, clinical and epidemiological data for rapid response.
Network and partner with leading global health partners and platforms to support the development of opportunities and facilitate collaborations that drive sustainability of epidemic surveillance platforms in low- and middle-income countries.
Develop programmatic and operational tools (work plans, budgets, strategy documents, etc.) to monitor, track, and deliver on contractual/grant commitments, manage progress among network partnerships, and inform PPI strategy development and prioritization.
Advise and/or develop measurement, learning, and evaluation (MEL) tools and/or instruments to inform programmatic implementation and PPI strategy development processes. Engage and/or lead in development of Communities of Practice or similar learning or cross-network collaborative mechanisms among network partnerships to foster collaboration, exchange, and learning processes for pandemic prevention.
Support the development and execution of innovative global strategies that unlock data pipelines as global public goods for pandemic response.
Coordinate implementation across various geographies, ensuring alignment and exchange where required.
Facilitate the bi-directional transfer and exchange of information between PPI’s operations and in-country partnerships, while ensuring practical application of PPI tools.
Generate and/or identify programmatic and strategy linkages across partners that address unmet needs, resolve supply and demand disconnects, and align incentives.
Maintain strong partnerships throughout the pandemic prevention and response sector, using this sectoral knowledge to support identification and evaluation of opportunities for new partnerships or investments which can accelerate progress towards country goals.
Provide strategic support for digital health strategies within the broader health moon-shot priorities.
Education, Experience, and Skills
Previous work experience in a complex, fast-paced and highly professional role, within a highly collaborative, dynamic organization and in an entrepreneurial environment where building policies, program, and processes are necessary.
5 – 10 years of highly relevant experience, with a combination of experience in global public health partnership development and/or engagement, global pandemic preparedness and prevention, disease surveillance of emerging or re-emerging infectious diseases; high consequence pathogens; epidemiology; data utilization; monitoring, evaluation, and learning; and/or global capacity building and health systems strengthening across high-middle-and low-income countries.
Strong understanding of global pandemic prevention that includes knowledge of disease surveillance strategies, including leveraging genomics and environmental surveillance, and/or emerging methods (xenosurveillance).
Demonstrated experience working within and/or collaborating with public health authorities and global health partners to support in-country programming to strengthen and expand data systems. History of documented experience working with Africa, the Middle East, and Latin America governments, public health and/or global entities is essential. Global in-country program implementation and/or research experience and perspective desirable.
Experience developing and stewarding partnerships that drive the development and utilization of analytics to inform pandemic prevention and response.
Ability to actively problem solve and deploy adaptive management principles to address strategic and implementation bottlenecks.
Ability to identify, prioritize, foster, and manage project development and partnership opportunities.
Experience working with global and in-country partners to distill program progress into persuasive and informative knowledge products.
Excellent interpersonal, written, and verbal communication skills deployed effectively in developing positive and productive relationships with partners.
Proven experience working effectively independently, as well as within a team-oriented, collaborative, and collegial environment.
Proven excellent project management and organizational skills with a demonstrated ability to deliver high quality, accurate work on time.
Bachelor’s degree is required. Master’s degree in the life sciences, or more broadly in public health is highly preferred.
