Position Overview:
The Monitoring, Evaluation and Learning(MEL) Director for the In-Country Logistics project will be responsible for ensuring the creation of and adherence to a comprehensive strategy for monitoring and evaluation of the project across country and regional project offices. To accomplish this, the MEL Director will research and develop a timeline for MEL activities, key indicators for measurement, data collection, storage, and interpretation methodology, and more. S/he will ensure cohesive implementation of the MEL strategy throughout project stages and across country and project offices to ensure global adherence to the MEL strategy.
Location: Washington, D.C.
Roles and Responsibilities:
Serve as the point person for all MEL activities of the project across country offices, headquarters, and various project teams.
Work with other project staff to ensure that indicators, outcomes, and data collection/storage methods are developed and will provide useful insight and effective learning for project outcomes, goals, and future projects. Ensure that such indicators and key data are consistently collected and evaluated throughout the project.
Oversee the continuous implementation of the MEL strategy on a global scale throughout the project.
Oversee the development of a system for creating reporting and learning materials from data and research collected throughout the project.
Perform other related duties and responsibilities as assigned.

Position Requirements:
Experience with at least one of the following areas: HIV/AIDS programs and PEPFAR, Malaria/PMI, FP/RH/MNCH Knowledge of the Global Fund, WHO and the World Bank health programs preferred. Experience working with USAID a must, other USG and international donor experience recommended.
Excellent organizational skills and strong research background preferred.
Ability to present data, results, impact, and information in a compelling way to difference audiences.
Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required.
Working proficiency in French or other international languages (Spanish, Portuguese, Arabic, etc.) a plus.
Ability to travel and work irregular hours to meet the needs of project staff on the ground.
Extensive logistics background and administrative experience preferred.
