Overview:
The Africa Bureau’s Health Team, within the Office of Sustainable Development (AFR/SD/HT), coordinates AFR policies and strategies for all of USAID’s health programs in Africa, programs that total approximately $5 billion annually. The Health Team also directly manages funding and activities that support African institutional capacity development, as well as the identification and resolution of policy, program, and technical issues that are unique to the African context.
The Health Team works in close collaboration with other USAID Bureaus to integrate programs and coordinate strategic and technical support to USAID missions, program reviews and assessments, staff development, etc. It works closely with African and donor partners such as the African Union, the World Bank and others.
The Infectious Disease (ID)/Emerging Threats (ET) Program Assistant (PA) for the Africa Bureau’s Health Team is responsible for a variety of both complex and routine administrative duties. Supporting the Africa Bureau Health Team and working primarily with two Infectious Disease Advisors, the PA will perform duties that range from administrative-type tasks such as scheduling briefings, calls, and meetings; liaising with Missions, coordinating Global Health Security Agenda (GHSA) reporting for a subset of countries, and maintaining program files, to more complex tasks that emanate from keeping abreast of disease outbreak challenges on the continent, such as collecting, compiling, and analyzing information and data for infectious disease program documents. The ID/ET Program Assistant exhibits independence and problem solving skills to rank tasks in order of importance and impending deadlines, and handles several tasks simultaneously. The individual must develop a working knowledge of USAID ID/ET and outbreak policies and practices and procedures.
Responsibilities
Essential Duties/Tasks and Responsibilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Program Support to AFR/SD Infectious Disease Advisors and ET Team
Assists in scheduling meetings and managing calendars.
Prepares and compiles documents for meetings, arranges conference calls, reserves conference rooms, and records meeting minutes;
Supports the collection and analysis of information and data for use in briefings, publications, and reports. Conducts internet research as requested;
Assists in preparing, drafting and assembling infectious disease and outbreak planning and reporting documents;
Assists in responding to taskers and writing talking points;
Assists in the preparation of responses to congressional inquiries;
Monitors and assists in filing and document clearances as well as communication and correspondence for ID and outbreak issues; and
Assist in the development and presentation of Health Portfolio Reviews for senior management.
Country Support for Missions in Africa
Assist with disseminating workplans and compiling comments from the mission on ETD and GHSA projects/activities;
Assist in coordination and compiling of country level ETD and GHSA project/activities reports to be used in internal and external reporting documents;
Assist in coordination, routine updating and maintenance of country data and profile information for use in reporting, taskers, strategy and budget development, and other inquiries as needed;
Work with the AFR Health Team and Bureau for Global Health to ensure state-of-the-art technical knowledge is accessible to missions;
Assists Health Team members to efficiently disseminate USAID policies, practices and strategies to the field; and
Serves as the AFR Health Team point of contact for one or more health sector country teams supporting missions in Africa with primary focus on linking to GHSA/ET portfolio.
Coordinates with other USAID Bureaus and Sectors
Assists the Health Team’s work with the Bureau for Global Health, the U.S. Department of State, and international donors to ensure coordination of support for ID, GHSA, and outbreak issues;
Assist with logistics and coordination with Global Health on the Outbreak Technical Working Group; and
Other duties as assigned.
Qualifications
Minimum Requirements:
The position requires a bachelor’s degree;
Demonstrated 1-2 years of professional office experience;
Proficiency in the use of: Microsoft Office, particularly advanced features and functions in Excel and PowerPoint; Gmail and Google Apps; Internet and e-mail applications is required; and
A USAID Secret security clearance is required and must be obtained.
Education: A Bachelor’s degree in a related field is required.
Preferred Knowledge, Skills and Abilities:
Demonstrated experience in project administration or management procedures, and experience in the use of database applications is recommended;
Demonstrated skills in multi-tasking, working under time pressures and working well in teams as well as independently;
Strong oral and written communications skills are essential, in addition to the ability to read, analyze, and interpret general periodicals and guidance;
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form;
Support the completion of complex tasks and initiate work with limited guidance from managers;
Ability to read, analyze, and interpret scientific public ations and reports, and must be able to effectively contribute to presenting information and responding to questions from groups of managers, clients, customers, and the general public; and
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in the United States.
