We are seeking a Program Officer II who provides technical, programmatic, and administrative assistance to one or more programs and center-wide initiatives. This position will support the USAID-funded Breakthrough ACTION project (https://breakthroughactionandresearch.org/), which advances priority issues in social and behavior change. This position is based in the US and will support country activities in Cameroon and Nigeria and other locations to be determined as well as support global activities. The position may also focus on health areas of COVID-19 response, malaria, global health security agenda, maternal and child health or other areas to be determined.
The Program Officer II serves as a project’s consistent link between headquarters and other locations (domestically or internationally), and provides the day-to-day problem solving, technical input, writing and editing, and procurement processing programs require. The Program Officer will travel internationally to deliver short-term technical assistance (STTA) with direction and independently contribute to technical work in areas of their expertise.

Specific Duties & Responsibilities:
Program Management
Manage project activities, with support and backstop independently
Manage implementation of discreet program deliverables and activities that contribute to an overall program goal
Format, edit and produce documents and presentations as needed
Contribute to work plans, reports and budgets
Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
Work closely with finance and administrative staff to ensure timely and compliant spending
Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
Liaise with internal and external partners
Adhere to JHU, CCP and donor rules, regulations and policies
Upload and save deliverables on relevant knowledge management platforms
Manage and identify STTA needs and suggest solutions, with support
Work closely with research to routinely review program performance data and suggest adaptations to program management and implementation
People Management
May independently manage student employees
Assist in orienting and training new staff members
May manage group work independently
This position may not have supervisory duties
Technical Work
Initiate and manage technical work, including strategies, toolkits, communication materials, scripts, job aides, needs assessments, etc., with support
Gather, summarize, synthesize relevant background information to inform the above technical work
Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
Provide information to others about the quality of work. This includes raising concerns about errors, omissions, and poor-quality products to the staff member responsible for that work.
Under the direction of research and evaluation division, contribute to design and implementation of research plans and activities
Contribute to in-country STTA, including trainings, workshops, and program support, independently
Competent in technical writing
Actively participate in, and manage, relevant groups and discussions on the Springboard for SBC (https://springboardforsbc.org/) external online networking platform, as well as Compass for SBC (https://springboardforsbc.org/page/compass), a curated repository of resources for the SBC community globally
Actively patriciate in, and manage, discussions on the Hive, the internal CCP knowledge management and staff communication system
Professional & Organizational Growth
Initiate center-wide initiatives, independently
May include brown bags, communities of practice, etc.
Contribute to proposal development (technical, budget, coordination) independently
Represent JHU and CCP at relevant external meetings and events
May include delivering technical presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration
Stay abreast of technical updates
Professionally engage and collaborate with other programs across the Center
Recognize and flag factors that might strategically impact a program or the Center, and elevate them to appropriate staff members
Proactively seek opportunities to expand leadership and management skills
Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.
Minimum Qualifications (Mandatory):
Master’s Degree (M.A., MHS, MPH) required
Four years related experience required
Additional relevant experience and/or training may substitute for some education
* JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.”¯”¯Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications:
Experience in working on global health, COVID-19, malaria, neglected tropical or zoonotic diseases, social and behavior change, and/or community health worker programs is preferred, as is experience backstopping international public health programs
Experience with US government funded programs and international experience preferred
Foreign language abilities preferred, i.e., French

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
