Description
The Program Officer is a member of the JSI/Boston International Group (BIG). The PO will work as part of a team in backstopping JSI bilateral projects and will be responsible for administrative, financial, operational, and program support for JSI’s global health projects in Africa, Asia, Eastern Europe/Central Asia, and/or the Middle East. In addition to project support, the PO will work on tasks related to BIG, new business development, and support cross-International Division operations. They will be based in Boston, and will be expected to travel internationally.
RESPONSIBILITIES
Project Management
Acting as a liaison with field and home office staff in order to provide effective support;
Monitoring and providing administrative support for field activities;
Processing monthly financial reports and in-country expenditures;
Tracking project budgets;
Providing guidance and support for large scale procurements for projects;
Liaising with USAID Missions and other funders regarding administrative and contractual matters when appropriate;
Providing logistical and administrative support to expatriate field staff and expatriate consultants;
Collaborating with technical staff to identify, recruit, and field staff and consultants for project assignments;
Providing support to the project team for technical assistance visits, and contract monitoring;
Monitoring subcontracts and liaising with US based subcontractors;
Coordinating field staff orientations and visits to Boston office;
Assisting in the preparation, review, and dissemination of project reports;
Working with technical staff to develop program budgets;
Supporting project HR needs, including development of local policies and procedures, recruitment, and staff hiring;
Providing support for field office safety and security;
Periodically reporting out to the Boston International Division on project status; and
Carrying out other relevant tasks as necessary.
New Business Development
Participate in JSI’s new business development’s efforts. Examples of tasks are listed below (depending on the role in the proposal):
Draft proposal budgets;
Coordinate overarching proposal logistics;
Recruit staff to fill proposal positions;
Write and/or assist with narrative sections of proposals;
Carry out research for proposals (either operational or programmatic research);
Develop tables, matrices; and
Prepare proposal documentation and packaging documents for final formatting and submission.
Other
Carry out BIG-related and ID tasks; and
Collaborate with the teams across BIG and ID.
QUALIFICATIONS
BA or Master’s degree in a relevant field;
Strong writing skills;
Strong interpersonal and cross-cultural communication skills;
Ability to work well as part of a team;
Ability to work well without close oversight/supervision;
Strong time management/task prioritization skills;
Ability and willingness to provide detailed financial support and accounting for overseas projects;
Strong organizational skills;
Working knowledge of Microsoft Excel, Word, and PowerPoint, and other software programs;
Familiarity with Google Suite, including Gmail and Google Drive;
Interest in learning about global health and other international development issues;
Experience living/working in a culturally diverse environment, preferably overseas;
Fluency in written and spoken English;
Willingness to travel overseas;
Working proficiency in French and other languages preferred.
Starting salary: $52,500 to $57,000
This position is based in JSI’s Boston office. The Boston International Group is shifting to a hybrid office model, with the expectation that staff come into the office 3 days per week on average. The office is now currently open.
