This Opportunity
The purpose of the Localize Global Health Security (LGHS) is to work with local partners to address critical health security gaps, as detailed in a country’s National Action Plan for Health Security (NAPHS), Joint External Evaluation (JEE) report, State Parties Assessment Annual Reporting (SPAR) Tool reports or other recent health security planning documents. The LGHS mechanism will complement the multisectoral, cross-technical approaches of other GHS programs to move focus countries closer to achieving the GHSA 2024 target. Progress toward the GHSA 2024 target is critical to strengthening and sustaining global pandemic preparedness. LGHS will support country-level progress against country-driven priorities (as outlined in the National Health Security Action Plan) by increasing country ownership, promoting sustainable governance, and fostering trust in infectious disease prevention, detection, and response activities.

The Project Director for the USAID/Localize Global Health Security (LGHS) project is ultimately responsible for all aspects of the activity. This includes but is not limited to ensuring that the project meets all deliverables in a timely manner, and leading client communication and interaction, including those with all USG partners. The Project Director will also facilitate partnership management so that partner contributions are meeting the needs of the project in a coordinated and efficient manner. The Project Director is responsible for overseeing global and project coordination, so the project is effectively coordinating with other relevant project activities and other stakeholders. This position is contingent on funding.

Duration: 5 years (anticipated start in February 2023
Location: Washington, DC

Primary Duties and Responsibilities
Provide overall leadership, strategic guidance, technical direction, vision, and adaptive management to the project
Manage relationship with USAID, ensuring effective communication and client satisfaction
Ensure compliance with contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID
Work with other senior leaders on the project team to develop and refine work plans, manage issues and risks, and ensure smooth implementation
Serve as Palladium’s primary liaison with donor(s), and other partners including civil society, government, and other related programs and projects
Communicate and implement an integrated vision among different components and actors
Enable identification, sharing, and application of international best practices and lessons learned
Build local partners and local staff capacities
Identify issues and risks related to activity implementation in a timely manner and suggest appropriate adjustments
Comply with USAID and Palladium reporting requirements
Oversee financial and administrative management of the program in close coordination with home office, manage effective monitoring, evaluation, and reporting of program activities
Position Requirements
Demonstrated relevant international development programming experience, with significant experience in senior program management and leading civil society or similar global donor programs in developing countries
Experience working under global USAID projects with large grants and local capacity development components
Excellent interpersonal and leadership skills and experienced in managing and building teams
Demonstrated experience building capacity in CSOs and similar organizations
Demonstrated capability to lead/supervise a diverse team with different development partners, donors, CSOs and host country government counterparts
Strong technical expertise in global health security preferred
Prior experience in a senior leadership role for a USAID funded program is a must
Fluency in speaking and writing in English
