JSI Research & Training Institute, Inc. (JSI) is a private-public health organization that provides high-quality technical and managerial assistance to public health programs around the world. JSI’s Center for Health Information, Monitoring, and Evaluation (CHIME) is a technical assistance, research, and internal knowledge group within JSI dedicated to advancing the field of monitoring and evaluation (M&E) in international public health, improving the quality of health information, and increasing evidence-based decision making in the health sector. CHIME responds to the growing demand for information-driven health services planning, management and evaluation both within JSI and to other organizations to strengthen collection and use of high-quality data to improve health program and system performance. The Center’s strength is its highly practical outlook, stressing the use of evidence for operational and programmatic activities while ensuring the technical rigor required for sound M&E and information system performance.
The Center provides technical assistance in M&E and information systems, conducts research and evaluation, builds capacity and develops new business opportunities for JSI. The Center works closely with the M&E Team in the JSI Boston International Group, large centrally-funded projects in the DC office, and other JSI Centers (Digital Health; HIV/AIDS; Capacity Development; Maternal, Newborn, and Child Health; Logistics Services; and Immunization).
JSI’s offices are open with staff eventually returning to the office 2-3 days per week, subject to JSI’s COVID Protocol and prevailing guidance from local Public Health Departments. This position is expected to be based at the JSI Arlington, VA office. The salary range for this position is $57,000 – $70,425. Only qualified candidates will be contacted for an interview.
RESPONSIBILITIES
The CHIME Research, Monitoring and Evaluation (RM&E) Officer works on the center team under the supervision of the CHIME Senior Technical Advisor and works closely with CHIME team members. The RM&E Officer provides technical assistance to JSI projects and clients, coordinates CHIME projects, contributes to new business development for RM&E, and helps ensure the smooth and efficient operation of the Center by supporting coordinating activities related to promoting technical standards and quality in RME/HIS at JSI, and supports and participates in the CHIME coordination team and related networking events/meetings.
Key responsibilities include: 1. Research, Monitoring, and Evaluation Technical and Administrative Support (75%):
Provide direct assistance in RM&E to CHIME and JSI projects, working with JSI technical advisors;
Work with technical advisors to establish data collection and management systems with local partners by supporting M&E plans, analysis strategies, and dashboards, and facilitating systematic data cleaning and data sharing and results reporting;
Coordinate and assist in the preparation of reports, presentations, and technical papers, including editing, formatting, and tracking deadlines for reporting to ensure timely, quality reports and other KM products
Conduct research and learning planning such as writing research protocols, preparing protocols for IRB submission, drafting indicator matrices, developing analysis plans, and managing research work plans
Conduct literature reviews and landscape analyses
Ensure adherence to activity work plan, deliverable deadlines, and technical quality of deliverables
Work with communications and other JSI staff to develop and disseminate project results and achievements in blogs, success stories, and other formats
Maintain archives of data sets produced by CHIME and facilitate internal and external access and distribution.
Assist in other RM&E tasks that CHIME performs as defined by the M&E Technical Advisors and CHIME Director including administrative support (e.g. event planning; develop budgets in coordination with CHIME finance and administrative manager; Assist project teams in monitoring subcontractor work plans and budgets, including data entry and analysis.)
Assist in the preparation of project reports, presentations and technical papers;
2. Center Support (25%):
Support core CHIME operations and new business opportunities including:
Coordinate event planning (external workshops and training) including participating in the conceptualization of the event, creating and managing event budget, and managing logistics (i.e. participant coordination, venue, catering, IT, and supplies);
Assist with recruitment and administration of new employees, including collecting CVs, organizing interview panel, managing HR process for new hire, organizing CHIME orientation
Assist in, coordinate and help manage new business proposals, incoming RFA/Ps as needed and able;
Assist in maintaining JSI corporate capability statements related to M&E/RHIS.
QUALIFICATIONS
Master of Public Health or related degree with 2-3 years’ work experience or Bachelor’s degree and 5 years relevant work experience;
Demonstrated experience in research, program monitoring and evaluation, and/or learning related to international public health, preferred, in at least one of the following areas: household surveys, health facility assessments, routine data sources, operations research, qualitative research or routine health information systems
Experience in primary data collection and/or analysis of quantitative or qualitative data is highly desirable.
Familiarity with the principles and current approaches to monitoring and evaluating global health and/or development programs
Some experience working with data visualization programs (e.g. Tableau) preferred;
Computer literacy with demonstrated use of statistical (e.g. Stata) and qualitative data analysis (e.g. NVivo), and word processing, database and graphical software;
Proven organizational skills and attention to detail;
Excellent written and oral communication skills;
Excellent interpersonal skills and ability to work successfully in a multicultural, team environment;
Ability to work independently and manage various projects in a team setting with minimal supervision;
English fluency required; second language proficiency desirable (French preferred).
