Our Data, Informatics, and Analytical Solutions (DIAS) group is made of three portfolios that strengthen and harness digital and data ecosystems to accelerate development investments and outcomes: 1- Information Systems, 2- Monitoring, Evaluation, Learning and Analytics and 3- Digital Solutions and Transformation.
Palladium is currently seeking a Senior Technical Advisor, Health Information Systems, Latin America and the Caribbean (Spanish) (STA, HIS, LAC) to support the Translating Data for Implementation (Data.FI) Project. Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
The Senior Technical Advisor, HIS, LAC is responsible for overseeing and providing expertise in the strategy, analysis, design, architecture and governance of health information systems activities, with a focus on immunization systems and information systems for the management of HIV. The STA, HIS, LAC will also provide managerial support to a select group of project activities, focusing on the development and rollout of digital health products, and the creation of a regulated, enabling environment for their use.

This position is based in Palladium’s Washington, D.C. office.
You and Your Career:
You are an experienced international development professional with a track record of designing and leading the implementation of digital Global Goods to support digital health projects in resource constrained environments. You are a fluent English and Spanish speaker and writer.
You also possess proven expertise implementing projects for international donors and have a strong sense of initiative and an insatiable academic curiosity. You have strong familiarity with PEPFAR programs and other USAID funded interventions, demonstrated capacity building and mentoring expertise, and a passion for using technology to improve health outcomes.

Reporting and Supervision:
Reports to the Regional Senior Technical Advisor, LAC
Supervises technical teams in-country as needed
Available and willing to travel to Central America 25% of the time
Primary Duties and Responsibilities:
Define the HIS strategy and develop scopes of work (SOW) for Data.FI supported countries in LAC with a focus on immunization and HIV information systems
Develop information systems implementation roadmaps (assessments, data collection, management, data visualization for decision making and reporting)
Where Data.FI is developing software, ensure adoption of conventional standards such as ICD10, HL7 FHIR, SNOMED and OpenHIE
Support digital governance for Ministries of Health including developing and implementing digital architecture, strengthening institutional-capacity for HIS, and working closely with wide-ranging stakeholders in-country to improve HIS coordination and alignment
Work alongside Palladium’s Data Analytics and Use Advisors to produce data and analytical products to support policy design, implementation, and evaluation of health programs
Mentor your team of digital experts, and selected mid-level staff working in headquarters and field offices
Represent Palladium to governments, donors, and other stakeholders, providing thought leadership at international meetings, ministry-level events, technical working groups and communities of practice
Contribute to proposal development through contributions to strategy, partnerships and written contributions to the technical approach and capability statements
Key Competencies Required:
Fluency in Spanish and excellent written communication skills
Considerable experience in designing, testing, and implementing health information management systems at the national and subnational level, including mobile data collection, interoperability, and business intelligence products
Experience planning and implementing development interventions following USAID guidelines and requirements
Demonstrated proficiency and experience deploying at least one of the Global Goods, such as Commcare, DHIS2 Tracker, SORMAS, OpenMRS, etc.
Solid understanding of information security standards and best practices, digital health infrastructure (e.g. data center, networks, hardware) and application services
Familiarity with industry standard approaches and standards for health information exchange formats and interoperability
Experience managing software development teams, deploying health information systems, and developing and using analytical platforms
Excellent written and verbal English skills
Professional Expertise/Competencies Preferred:
Project management certification (e.g., PMP)
Ability to work in a dynamic and agile environment with changing requirements and priorities
Knowledge and experience applying the Principles for Digital Development
Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels
Strong project management skills and experience using digital tools to manage projects such as Microsoft Teams, Planner, Jira
Knowledge of user-centered design methodologies. Ability to guide and support the clients, project teams and technical teams in designing and implementing solutions that meet the specified requirements
