The Technical Lead for Capacity Building will serve as a senior leader on a project that aims to ensure local partners have the capabilities and resources to act as prime partners for USAID/PEPFAR and will build on the successes and lessons learned from PEPFAR’s local partner transition and localization efforts. The Technical Lead for Capacity Building will provide leadership and oversight to the project’s capacity development strategy and ensure quality, technical capacity building that is tailored to the needs of each local partner. They will oversee the development, implementation, and monitoring of Capacity Development Plans (CDPs) based on organizational assessments and responding to the unique needs of the local organization. The Technical Lead for Capacity Development will also develop and drive a systems and data -based approach for organizational development and work closely with the project leadership team and consortium partners to ensure that data drives project performance.
This position reports to the Project Director and has significant technical leadership and quality assurance responsibilities.
Education and Experience
Master’s degree in Business Administration, organizational development, public health or related field
Minimum of 5 years of supervisory experience as Chief of Party, Deputy, or Senior Technical lead on a UASID funded project in Africa.
Demonstrated expertise with US government assistance/acquisition regulations and experience working in an international NGO environment
Minimum of 10 years of experience in designing and implementing capacity-strengthening and/or technical assistance provision in global health
Expert knowledge in capacity building of local partners in HIV/AIDS in Africa
Strong knowledge in organizational development
Deep knowledge of reporting requirements for USG and non-USG health programs
Fluency in English required, French or Portuguese language skills a plus
