Project Overview and Role:
Palladium has been contracted by FCDO to manage the Skills for Prosperity (S4P) Hub on behalf of the UK Government. Palladium is an international programme management consultancy, employing 3,000 people across 90 plus countries. Palladium has convened a consortium of Advance HE, Cambridge Partnership for Education, PA Consulting, and the UK Skills Federation to offer end-to-end management, advisory and delivery services.
The Skills for Prosperity programme aims to “increase capacity for inclusive economic growth due to more productive and equitable skills sectors improving employability, employment opportunities and the earning potential of beneficiaries”. It seeks to improve the affordability, quality, relevance and equity of Higher Education and TVET in Brazil, Egypt, Kenya, Indonesia, Malaysia, Mexico, Nigeria, Philippines and South Africa.
The S4P Hub is a demand driven management facility to support the in-country Skills for Prosperity programmes in the nine partner countries. It advises on the delivery of the programme and manages the programme implementation on a day-to-day basis, acting on behalf of FCDO, including where this is delivered by downstream delivery partners.
The Communications and Events Associate provides support to the Hub Team on communications and events management, co-ordinating internal and external communications and events. This is a varied role which gives scope to develop experience in a communications role and in international development. It involves collaborating with a small core team, working with Skills for Prosperity (S4P) Hub technical experts, Foreign, Commonwealth & Development Office (FCDO) staff and delivery partners in nine countries. The main purpose of the role is to raise the profile of the programme and promote and share learning from S4P.

A summary of the services provided by the Hub is listed below.
Management Services
Managing the programme and portfolio of interventions (including downstream delivery partners) and financial management.
Potentially managing and/or advising on commercial and procurement activities, as appropriate, to secure downstream Delivery Partners, where needed.
Developing and managing the monitoring, reporting, evaluation and learning (MREL) function for the programme.
Maintaining and sharing data, working in partnership with FCDO, with its overseas network and other stakeholders.
Managing outreach, engagement and communications across the portfolio.
Advisory Services
Providing technical expertise to relevant delivery partners, FCDO Programme Management Unit (PMU) and programme network at post on English Language Training (ELT), Higher Education (HE) and Technical and
Vocational Education and Training (TVET).
Advising the PMU on challenges, risks and potential solutions.
Providing education and skills policy support, including promoting research in good practice in skills development.
Project Services
Supporting project implementation and any rescoping phases to ensure strong and efficient in-country interventions.
Supporting baselining activities for programme interventions.
Supporting projects to generate and report secondary benefits, in line with the programme’s Secondary Benefits Plan, working closely with FCDO.
The Communications and Events Associate is the Hub’s communications focal point, facilitating internal and external communications. The main purpose of the role is to contribute to raising the profile of the programme by communicating programme updates and successes and organising dissemination and learning events.
This post will be based in London, with some flexibility for remote working. There are no direct reports, but the role may involve managing and working with short-term experts. This will include working closely with an experienced International Communications Consultant. The role requires a consultative and collaborative approach, working effectively with other team members to co-ordinate and prioritise communications activities.
The key responsibilities of the Communications and Events Associate are outlined below. It is to be noted that these are not exhaustive and may evolve with the delivery of the programme.

Primary responsibilities:
Manage implementation of the communications strategy for the Skills for Prosperity programme, and monitor it to improve reach and engagement.
Regularly review and update the S4P Global Communications Calendar, to plan, co-ordinate and develop communications activities and products that achieve S4P communications objectives.
Manage and develop content for the programme social media channels Medium publication, LinkedIn, Twitter and YouTube.
Develop and disseminate key communications products, such as the quarterly S4P newsletter, which promotes achievements and learning externally.
Identify opportunities to support the improvement of communications plans, approaches and products developed by delivery partners, including reviewing documents and providing feedback and guidance.
Support the effective implementation of the S4P Hub’s communications tools and products, including the application of the S4P global brand guide and style guide across the S4P network.
Support the programme research and learning activities. This includes proofreading and copy-editing the programme publications, ensuring they are written in clear, jargon-free, plain English and are visually engaging.
Identify opportunities to raise the profile of S4P, particularly with the UK education and skills sector, including identifying external events that can be used to showcase S4P.
Manage and develop the S4P Huddle, an online collaboration platform to share learning across the S4P network and grow S4P Hub engagement with delivery partners,
Organise virtual and face-to-face S4P events and workshops, co-ordinating inputs from the Hub team and experts, overseeing the development of agendas/programmes and managing operational arrangements.
Co-ordinate the development of learning products such as case studies and success stories, and work with the Hub team to identify and plan creative ways to effectively promote learning across the S4P network and externally.
Co-ordinate the development and implementation of a simple lessons learned management system.
Programme management
Contribute to the design and development of key documents for the S4P Hub.
Provide inputs into programme and client reports as required, including monthly and quarterly reports.
Contribute to the development of recommendations, ideas and innovations to support the continual improvement of the S4P Hub’s communications functions.
Monitor and update relevant workplans and report progress against milestones.
Reporting
The Communications and Events Associate will report to the S4P Hub Team Lead.
Required Qualifications:
●Graduate degree or equivalent relevant experience.
●Experience in a communications role or in a project management role involving some communications responsibilities.
●An interest in the education, skills, economic development or international development fields.
●Sound understanding of different communication channels and platforms and the style and type of content needed to reach different target audiences.
●Experience developing content, writing press releases or new stories for publication in print or online.
●Experience of managing social media accounts , such as Twitter, LinkedIn and YouTube.
●Ability to organise virtual and face-to-face events, such as conferences, meetings and workshops.
●Strong writing and proofreading skills, with attention to detail.
●Ability to present information in a simple, creative and visually engaging way, including using PowerPoint.
●Well-developed project management, planning and organisational skills.
