This Opportunity

Palladium is seeking a Director of Finance & Administration for an anticipated USAID-funded family planning and reproductive health (FP/RH) project, which is anticipated to begin in 2022. Reporting to the Chief of Party, the Director of Finance & Administration will oversee all finance, administrative (including human resource and operations) activities of the project. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the Chief of Party, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual and USAID/USG requirements for financial and administrative reporting. S/he will also ensure payroll processes and adherence to USAID/USG guidelines and procedures.

Primary Duties and Responsibilities:
Provide overall management of administrative operations, including, logistics, budgeting, finances, human resources, information technology, property, and security.
Oversee sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance.
Supervise financial operations and monitoring of obligations, budgets, and expenditures.
Prepare budgets for annual work plans and financial reports for USAID/Egypt.
Coordinate and manage the mobilization of short-term and long-term technical assistance and administrative staff.
Ensure compliance with USAID policies and procedures.
Develop internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels.
Conduct internal and coordinates external financial audits.
Support the annual work plan process and other strategic planning processes.
Manage procurement processes in collaboration with other staff, including negotiations for competitive prices and documenting decision-making processes in accordance with the operations manual and best practices.
Perform other related duties and responsibilities as assigned.

Key Competencies Required:
Extensive experience managing finance, administration, and operations activities for complex and large-scale USG and other donor funded programs.
Demonstrated experience with and understanding of USG and USAID financial procedures, rules, and regulations.
Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements strongly preferred.
Excellent leadership skills, including the ability to manage large budgets for Bilateral Donor projects and client expectations.
Experience working in Egypt and/or the broader MENA region.
Demonstrated experience with supervision and oversight of subgrants and subcontracts.
Demonstrated experience and strong interpersonal skills for working with team members, project staff, donors and beneficiaries.
Excellent knowledge of Egyptian labor laws and policy interpretation
Demonstrated oral and written communication skills in English and Arabic (MSA and Egyptian dialect).
