This Opportunity:
Palladium is seeking a Manager, Youth for a USAID-funded family planning and reproductive health (FP/RH) project in Egypt, which is expected to begin in mid-to-late 2022. The USAID/Egypt Osra (Family) Activity will support and contribute to the Government of Egypt’s (GOE) National Population Strategy (NPS) 2015–2030 and the three-year National Program to Plan Population Growth (2021-2023). The OSRA activity will improve family health outcomes by reinforcing the national family planning and reproductive health (FP/RH) program in partnership with the Ministry of Health and Population (MOHP). OSRA will provide three pivotal results: 1. Women’s and men’s uptake and continuation of voluntary family planning services increased; 2. Youth equipped with knowledge and skills necessary to make healthy life choices; and 3. Gender dynamics improved for enhanced voluntary family planning and reproductive health outcomes.

Reporting and Supervision: Reports to Chief of Party

Primary Duties and Responsibilities:
Support the design and implementation of the project’s youth strategy and activities related to IR 2.
Provide cross-cutting management across all three objective areas in identifying, developing, implementing, and evaluating issues related to youth.
Participate in and contribute to external technical working groups on issues related to youth.
Develop innovative approaches to advancing youth strategies.
Provide ongoing technical support for the development, implementation, and evaluation of programs with youth-focused outcomes.
Provide support to the Director, Youth and Innovation to track and report youth indicators and disaggregate data by these technical characteristics to analyze results.
Review and provide technical feedback on results and project reports to donors in order to ensure quality and full compliance with youth policies.
Perform other related duties and responsibilities as assigned.
Key Competencies Required:
A degree in public health, sociology, youth dynamics/studies, international development, or a similar field is preferred
Relevant work experience with youth interventions, preferably in a USAID context.
Extensive, progressively increasing responsibility in youth inclusion, with significant experience in a senior youth-related leadership position including in analysis, integration of youth in family planning activities, differential youth impacts of laws, policies and regulations, or similar framework.
Experience working in Egypt and/or the broader MENA region.
Preferred understanding of the Egyptian FP/RH space.
Preferred experience working on USAID-funded projects and knowledge of U.S. government regulations.
Experience interacting with in-country agencies, including central and local government, development partners, civil society, and community-based organizations.
Demonstrated oral and written communication skills in English and Arabic (MSA and Egyptian dialect).
Ability to develop and deliver technical presentations for technical and non-technical audiences.
Demonstrated ability to interpret research findings and apply them to the Egyptian context when required.
Prior experience integrating youth components throughout strategic plans, workplans, and/or activity plans for FP topics.
