This Opportunity
Palladium is seeking a Social and Behavior Change Communication (SBCC) Director for a USAID-funded family planning and reproductive health (FP/RH) project in Egypt, which is expected to begin in mid-to-late 2022. The USAID/Egypt Osra (Family) Activity will support and contribute to the Government of Egypt’s (GOE) National Population Strategy (NPS) 2015–2030 and the three-year National Program to Plan Population Growth (2021-2023). The OSRA activity will improve family health outcomes by reinforcing the national family planning and reproductive health (FP/RH) program in partnership with the Ministry of Health and Population (MOHP). OSRA will provide three pivotal results: 1. Women’s and men’s uptake and continuation of voluntary family planning services increased; 2. Youth equipped with knowledge and skills necessary to make healthy life choices; and 3. Gender dynamics improved for enhanced voluntary family planning and reproductive health outcomes.

Reporting and Supervision: Chief of Party

Primary Duties and Responsibilities:
Provide technical SBCC leadership, guiding the development and implementation of SBCC strategies, approaches, messages and activities ensuring they are evidence-based, community-driven and in line with project priorities.
Coordinate and support stakeholders and beneficiaries at the national to community level to implement tailored SBCC strategies and activities.
Foster a strong working relationship with the Ministry of Health and Population (MOHP) and other SBCC projects to ensure the delivery of systematic and consistent technical assistance.
Coordinate efforts with other stakeholders (government, civil society, and service delivery actors) to ensure that resources are efficiently used and to minimize duplication of efforts.
Collaborates with in-country technical team, partner managers and headquarters technical staff to ensure the project is designed and implemented according to program frameworks and standards
Leads and contributes to the planning, design, and implementation of SBCC activities including a comprehensive and tailored package of SBCC interventions is developed with a focus on vulnerable groups.
Design and implement tailored SBCC interventions that are adapted to a mix of communication channels that address uptake of products and services and or support desired behaviors.
Develops and tests materials, working with and providing direction to creative agencies.
Oversees and provides technical support toward the process of documentation of best practices
and develops and distributes case studies and project briefs to highlight SBCC activities.
Drives and provides assistance toward the development of project deliverables, work plans, and reports.
Key Competencies Required:
Master’s degree in relevant field (MBA, MPH) in marketing and/or communications or related field and 7-9 years of related experience; OR Bachelor’s Degree and 9-11 years of related experience.
At least 6 – 7 years’ work experience with a public health, development or marketing organization, of these at least five years should be at management level capacity, leading the development and implementation of BCC/SBCC initiatives.
Must be self-motivated with a positive and professional approach to management
Experience working in Egypt and/or the broader MENA region.
Preferred understanding of the Egyptian FP/RH space.
Experience working on USAID-funded projects and knowledge of U.S. government regulations.
Experience interacting with in-country agencies, including central and local government, development partners, civil society, and community-based organizations.
Strong writing, editing, and proofreading skills are essential, including ability to present concepts verbally.
Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential.
Ability to develop and deliver technical presentations for technical and non-technical audiences.
Demonstrated ability to interpret research findings and apply them to the Egyptian context when required.
Demonstrated oral and written communication skills in English and Arabic (MSA and Egyptian dialect).
