Project Overview and Role:
Background
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.

The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.

Primary Duties and Responsibilities:
MoECRT is committed to improve the quality of student learning outcomes throughout Indonesia. To support schools to understand expectations of quality and measurement of progress, Indonesia issues standards that apply to all types, levels and paths of education. In accordance with Law Number 20 of 2003 concerning the National Education System, the National Education Standard (SNP) is used as a reference for curriculum development, education personnel, facilities and infrastructure, management, and education financing. Those standards, issued by MoECRT at various points in time need to be constantly adapted to the dynamics and developments of science, technology, and people’s lives that affect the expected inputs, processes, and outputs of the education system. To support this initiative, an Education Specialist is needed, whose function will be to provide technical assistance in the development of the academic papers that serve to provide the rationale for the development of a new set of Education Standards. Four of the eight national education standards have recently been issued (early 2022) and four more standards will be drafted and issued in mid-late 2022, drawing on an academic paper for each of the standards.

Purpose of the Position:
The Education Consultant will work with Centre for Education Standards and Policy (PSKP) MoECRT and INOVASI to support the drafting of academic paper for the new education standards. The paper will cover the academic rationale for the new standards, and will cover literature reviews, evaluation findings, input from stakeholders, the ministry’s policy direction that will provide direction for determining the scope for drafting Ministry regulations (i.e. the draft of the new standards). The individual will work with technical team determined by PSKP and INOVASI in coordination with other stakeholders. S/he will work primarily with the PSKP and INOVASI.

Duties:
Under the direction of Systems and Policy Specialist and in close coordination with Deputy Program Director of Systems and Policy, the Education Consultant will:
Provide technical support in drafting, revising/updating, editing, and finalising the academic paper for the four remaining National Education Standards.
Other tasks as reasonably required and within the Specialist’s area of knowledge, skill, and expertise
The Consultant will work in collaboration with various teams determined by PSKP and INOVASI in performing the above task(s).
Deliverables:
The Education Consultant will develop and submit:
Periodically, drafts of the four academic papers developed for the four standards.
Final drafts of the four academic papers developed for the four standards.
Other papers produced as part of the assignment.
Working with Children

Up to 80 days from July to December 2022.

Required Qualifications:
The Education Consultant will possess the following qualifications and experience:
Degree in relevant subject, and significant and relevant experience in education.
Relevant professional experience working in education systems in areas such as education policy, systems development, evaluation and research.
Strong understanding of the Indonesian education system, mechanisms, and procedures.
Experience with writing academic and technical papers, proven experience to quickly grasp and communicate technical concepts, and able to organize and present arguments in a clear and consistent manner.
A fast learner on topics related to strengthening education quality systems, challenges and opportunities of the education sector in Indonesia at the national and sub-national levels.
Excellent written and verbal communication and interpersonal skills.
