Project Overview and Role:
Background
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.

The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.

Primary Duties and Responsibilities:
MoECRT’s Centre for Education Standards and Policy (Pusat Standar dan Kebijakan Pendidikan ) has requested support from INOVASI to conduct midline ethnographic study as part of an evaluation of its Sekolah Penggerak program (sekolah = school, penggerak = change agent). This study is a continuation of the baseline study that also supported by INOVASI. Sekolah Penggerak focuses on improving student learning outcomes in literacy, numeracy and character, with its starting point the development of school principals and teachers as well as creating student centred, positive learning environments in Indonesia’s schools and classrooms. Around 2,000 schools were selected for participation in the 2021-22 school year, with numbers of participating schools progressively increasing to around 40,000 schools by 2024.

MoECRT has developed a comprehensive plan to monitor and evaluate Sekolah Penggerak, including the quality of implementation, examination of change processes, and the program’s impact. In relation to understanding the process and mechanisms of change that will help better understand the results of quantitative research, the Ministry has chosen to undertake an ethnographic study that commenced in 2021. The scope of the ethnographic study is expected to include examination of changes in teacher and principal mindsets, competencies and behaviours, school management practices, the school culture, curriculum implementation, school planning as well as how Sekolah Penggerak work with other schools in their community to support change at a wider level.
INOVASI’s role in the study is to provide technical advice, guidance and support in study design, data collection, analysis, and reporting. INOVASI will provide several personnel in this regard: a national qualitative research specialist to provide day to day leadership of the study, national qualitative researchers to work with MoECRT personnel, and oversight from INOVASI’s Systems and Policy and Monitoring, Evaluation, Research and Learning teams. INOVASI will also recruit a team of qualitative researchers to support, guide, and mentor MoEC’s local researchers who will collect data in the field.
Purpose of the Position: The Qualitative Researcher(s) will provide advice, guidance and support to the Centre for Education Standards and Policy, MOECRT and INOVASI specialist/advisers/researchers to support them to develop and implement the Sekolah Penggerak ethnographic research study (midline). The Qualitative Researcher(s) will not have overall leadership of the team nor the study, rather, s/he will work in advisory capacity such that the MoECRT and INOVASI teams have sufficient technical advice and guidance to be able to design and implement the study, similar to a mentoring role. The Qualitative Researcher(s) will be required to travel domestically within Indonesia to study locations.
Duties: Under the direction of INOVASI’s System and Policy Specialist and in collaboration with staff of the Centre for Education Standard and Policy in MoECRT, and other INOVASI staff/advisers/researchers, the Qualitative Researcher(s) will:
Support MoECRT and INOVASI’s team to update guiding research questions and developing data collection methods, tools, and procedures.
Support MoECRT and INOVASI’s teams in relation to the training of field researchers on data collection methods, tools, and procedures, including piloting of the data collection tools.
Support, guide, and mentor researchers in the field to collect data as designed.
Support MoECRT and INOVASI’s teams on measures to maintain the quality of data collected.
Support and participate in workshops and other discussions held to facilitate analysis of data, and identification of findings.
Support and provide input into the study report developed by the MoECRT.
Other tasks as reasonably required and within the researcher’s area of knowledge, skill, and expertise.
Deliverables
The Qualitative Researcher(s) will submit all outputs produced under the agreement between the consultant and INOVASI.
The Qualitative Researcher(s) will also submit status reports to INOVASI during periods of field work to update on progress as well as any risks or issues identified in the field that need resolution for the study to be implemented smoothly.

Required Qualifications:
Degree in a relevant subject, and significant and relevant experience in conducting qualitative research.
Relevant professional experience in implementing qualitative research, supervising qualitative data collection, mentoring and training, data analysis, and delivering reports and/or studies, in an education or social science discipline, such as anthropology, sociology, public policy or development studies.
Demonstrated professional leadership and ability to supervise and coach junior researchers.
Experience in data collection and field work of education research is preferred.
Familiarity with engaging policymakers in local government agencies (district education office) is preferred.
A high level of integrity, independence, adaptability, and ability to perform in a high pressure and uncertain environment.
