Project Overview:
The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a five-year program (2019 – 2024) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia.

The Program aims to improve Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia on humanitarian issues in the region. The Program will be implemented at the national and sub-national levels though collaboration with the National Disaster Management Agency (BNPB) and other government institutions, civil society organisations and multilateral agencies. The Program is currently being implemented in 4 (four) targeted provinces: Bali, East Java, Nusa Tenggara Barat (NTB), and Nusa Tenggara Timur (NTT) in selected districts.
Purpose of the position:
Support the DRM Area Coordinator to deliver SIAP SIAGA’s provincial work plan in strengthening provincial and district’s management of disaster risk, through provision of technical and programmatic inputs and advice on policy review and development;
Provision of technical advisory and facilitation in disaster management related planning and budgeting;
Institutional capacity building; and broader stakeholders’ engagement primarily at operational level.
Primary Duties and Responsibilities:
Under the leadership of the DRM Area Coordinator, the Area Program Policy Officer will undertake the following:
Liaise with provincial and district governments in assessing current capacity and effectiveness of policy implementation in disaster management;
Assess and identify the key challenges/gaps related to the DRM policy implementation and monitoring at the provincial and selected districts;
Engage and build relationship with the sub-national stakeholders, primarily the government and non-government actors working in disaster management and facilitate coordination and collaboration across the sectors;
Provide inputs and recommendations and/or support for enhancement or strengthening of the policy implementation and monitoring, that encourage community engagement and inclusive participation, particularly during the Government’s annual planning and budgeting period;
Provide inputs and recommendations to strengthen the institutional capacity and local government system in operationalizing DM related policy and integration of DM in government’s planning and budgeting;
Assist the Area Coordinator in the provision of technical support for the development, contextualisation and/or review of policies, SOPs, and guidelines at the local level related to DRM;
Facilitate the preparation of sub-national presentation or leveraging of issues on policy related to DRM with the national level government and stakeholders;
Support the accountability mechanism required in the Government’s response, in relation to the need to enhance partnerships and policy implementation and communication;
Provide technical inputs and supports in the facilitation of study, assessment, learning, and other research applicable at the assigned area;
Provide any other inputs necessary to support other activities under the AIP-DRM;
Provide reports and updates on project activities as needed;
Participate in regular team meetings and briefings;
Other tasks as requested and agreed with the Area Coordinator;
Duration and Location:
The initial contract period will be for 12 months with further extension based on performance and depending on program needs. The position will be based in West Nusa Tenggara (NTB) Province with possible travel to targeted Districts in North Lombok and Central Lombok.
Key Relationships
Reports to the DRM Area Coordinator;
Collaborates closely with the Area Program Support Officer and Area Finance and Admin Assistant;
Consult National Program teams for sub-national activities that cascaded from national initiatives (dependencies);
Coordinates closely with Sub-national Program Officer and DRM Adviser;
Coordinates closely with other sub-national team members, the national program teams and advisors, Government officials, and other key stakeholders.
Required Qualifications:
The position is open to Indonesian nationals who are ideally based in either Bali, NTT, NTB, or East Java, with the following qualifications, skills and experience:
Degree in Social Science, Project Management, Business Administration, International Development, Humanitarian Affairs, or others related field;
Minimum 10 years’ experience in Disaster Risk Management, Humanitarian Operations, and or Disaster Risk Reduction with minimum 5 years’ experience in policy analysis and or development;
Good understanding of Disaster Risk Management or Disaster Management and desirably good understanding of DRM context in Indonesia;
Good knowledge of global and regional DRM issue, SDG, and SFDRR and understanding of Indonesia’s government priority on DRM (in RPJMN and RPJMD) preferable;
Strong communication, writing and analytical skills;
Demonstrated strong coordination skills;
Fluent in English (written and spoken) and Bahasa Indonesia.
