Project Overview and Role:
Background
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.

The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.

Primary Duties and Responsibilities:
Purpose of the Position: The NTB Provincial MERL Officer will be responsible for the implementation of the MERL (Monitoring, Evaluation, Research & Learning) plans at the provincial and district levels and providing lessons learned for the continued updating and improvement of the plan. S/he is also responsible for ensuring more targeted data that is ‘fit-for-purpose’ and on-going update the data in the Program Data Management System (PDMS) so that it is more integrated and easier to use across the Program to enable it to produce more meaningful and targeted performance reporting for the whole investment. In addition, s/he will provide technical inputs NTB education program as required. Overall, provincial MERL Officer will contribute to its Monitoring, Evaluation, Research and Learning works in their respective subnational partners and to provide technical support to certain aspects to NTB education programs.

More specifically, her/his roles will include to:
Support the development and design of MERL framework, indicators and methodology at field level, covering INOVASI interventions and related third parties (grantees or sub-contractors), to ensure effective MERL systems are in place at the subnational level.
In coordination with MEL Specialist, provide technical support for capacity building for partners, (government non-government) to set up and run their own M&E system, both for scale out, piloting or other types of intervention, in respective districts. This includes developing monitoring and evaluation instruments, collecting and analysing monitoring and evaluation data
Support Research and Learning activities as required at provincial and district level;
Ensuring timely and quality Grantees/sub-contractors progress reports as required, including uploaded the data into PDMS by the respective partners
Contribute to the development of INOVASI annual targets at schools, districts and provincial levels as required
Collect, store and analyse provincial M&E data as part of implementation tracking, including ensuring provincial M&E data is regularly uploaded into the Program Data Management System;
Coordinate closely and work with other team members to ensure the participation of primary stakeholder groups in MERL activities, including those carried out by third parties in accordance with the MERL plan;
Participate as required in data collection activities facilitated by INOVASI including those carried out by third parties at the provincial, district and school level, including, but not limited to, the district diagnostic activities and the school and community baseline;
Undertake regular field trips to schools and districts, notify and report to the MERL team and Provincial Manager of any new findings as required
Act as rapid response to collect quick performance related data as required;
Provide regular feedback based on field implementation and assist in the updating and improvement of the MERL plans;
Support information dissemination and sharing activities as they relate to the MERL mandate in the Province/District/Sub District/School;
Contribute to the INOVASI quarterly and semester reports or PAF-DFAT reports by providing relevant districts and provincial data;
Facilitate development of success stories, good/best practices and lesson learned;
Participate in MERL meetings when required;
Facilitate and act as a resource person and join in any external supervision and evaluation missions as required by the MEL Specialist or Provincial Manager;
Contribute to the development of any other Program activities and deliverables as required by Provincial Manager or MEL Specialist
Provide technical inputs to education programs such as Literacy Volunteers Program and/or other programs in NTB as required
Other duties as may reasonably be required by either the Provincial Manager or the MEL Specialist, consistent with the incumbent’s qualifications and experience;

Required Qualifications:
The NTB Provincial MERL Officer will possess the following qualifications and experience:
Degree in education/teaching is highly preferred; or other social education background;
Good understanding of the education sector in Indonesia;
Adequate technical skills in monitoring and evaluation, including but not limited to developing and facilitating development of result-based M&E system, building partners capacity in M&E and facilitating for other team members to contribute to the M&E system implementation
Technical skills in developing instruments, doing data analysis, developing simple reports and using common software for M&E (such as excel), and familiarity with digital applications to support M&E.
Adaptability and ability to perform in a fast-paced, high-pressure, dynamic and ambiguous context; including adjusting the existing M&E system to best-fit meet the team and partner needs
Minimum 2 years’ experience in education programs and/or materials design, development, and review
Good written and oral communication skills (English is preferred but not essential);
Strong orientation to details; and able to meet deadlines;
Strong computer skills especially related to programs that support the work;
Ability to work both independently and in a team and to collaborate with the team members and across INOVASI teams.
