Project Overview and Role:
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a five -year program (2019 – 2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.
PRISMA 2 will improve smallholder farmers’ competitiveness and access to new markets, better inputs, know-how and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (total 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua and Central Java.
The Chief Technical Office – Inclusion and Engagement will play a strategic role as part of PRISMA’s Senior Management Team. Reporting to the Chief Executive Officer, the CTO_IE is responsible for providing technical support and coordination amongst the Policy Engagement, Communications, Results Measurement and Gender Equality and Social Inclusion teams.
PRISMA has recently undertaken a Strategy Refresh to ensure the remaining 2.5 years of the program place a stronger emphasis on achieving, measuring and communicating systemic change from the portfolio. With a revised Policy Engagement strategy, a stronger focus on external strategic communications, and the need for the program to share its learnings and lessons with key stakeholders, the CTO_IE will work closely with the Management Team members to ensure delivery of targets and strategy by the end of the program.
The CTO-IE will support the shift towards a greater learning culture, ensuring the lessons and best practices derived from years of implementation are consolidated and shared, both internally and externally.
Primary Duties and Responsibilities:
The CTO-IE leads the RML, Policy Engagement and Gender Equality and Social Inclusion teams. The responsibilities of the CTO_IE will include, but not be limited to the following:
Lead the implementation of GESI strategies by providing technical support, capacity building, knowledge sharing, and other relevant activities on gender equality and social inclusion in PRISMA
Lead and support the strategy and integration of effective processes and systems for the results measurement system to capture inclusive and wider market changes, in line with DCED standards
Oversee and manage the RML team to effectively evaluate the impact of interventions and promote evidence-based portfolio assessment to be used by the management team for effective strategy setting
Coordinate and support the strategies for Policy Engagement and Strategic Communications to ensure alignment with DFAT and GOI priorities
Support the capacity building strategy in coordination with the HR and Management Teams
Support the development of wider innovative approaches to improve PRISMA’s overall strategy, implementation and measurement systems
Support both internal and external reviews for adaptive management
Foster a culture of continuous learning and honest inquiry to improve program implementation
Provide technical support to the CEO and Management team to ensure effective integration of cross-cutting themes including GESI, Nutrition, Environment across program and measurement strategies
Support PRISMA to share learnings and achievements with influencers and decision makers at DFAT, GOI, other national and global development programs and the private sector
Lead a team of Business Consultants to drive the GESI strategy in coordination with sector and RML teams
Serve as a representative of PRISMA Senior Management Team and, as directed by the CEO, maintain relations with the Australian Government Department of Foreign Affairs and Trade (DFAT) Post in Jakarta and relevant development partners and programs
Support the Senior Management Team to effectively cultivate a diverse and inclusive workforce
Support the CEO in preparation of key management reports, including monthly reports, progress reports or Annual Reports, where directed
Perform any other reasonable duties as requested by the CEO.
Required Qualifications:
Essential:
10 years diverse professional experience in private sector engagement and international development projects, especially with senior roles using the market systems approach
Proven experience providing strategic direction and management support to multi-disciplinary teams in a diverse range of roles.
Strong managerial and communication skills with experience in leading, managing and mentoring teams
Demonstrated skills and experience in strategy design and implementation in compliance with the DCED standards in a market systems context, and ability to ensure that themes such as Gender Equality and Social Inclusion are integrated
Demonstrated experience in developing and maintaining relationships with decision-makers and stakeholders at a high level
Demonstrated experience of supporting decision making and adaptive management of intervention teams by providing a range of evidence and information outputs from results measurement system.
Strong verbal and written communication skills in English, as well as attention to detail and quality.
Ability to cope with several competing demands at once
Excellent interpersonal skills
Familiarity with international donor systems and requirements, DFAT in particular
Desirable:
Communication skills in Bahasa Indonesia
This role will be contracted under DFAT’s Adviser Remuneration Framework (ARF) and is classified as D3.
