About the opportunity – The New Colombo Plan (NCP) is a signature initiative of the Australian government which aims to lift knowledge of the Indo Pacific in Australia by supporting undergraduates to study and undertake internships in the region. The NCP Program involves a scholarship program for study of up to one year and internships or mentorships, and a flexible mobility grants program for both short and longer-term study, internships, mentorships, practicums, research, and language training.

Palladium has been appointed by the Department of Foreign Affairs and Trade (DFAT) as the Service Provider to deliver the NCP Managed Administrative and Support Services (MASS) which aims to provide an integrated suite of services to support the objectives of the NCP Program.

The Monitoring, Evaluation and Learning (MEL) Coordinator is responsible for coordinating implementation of the NCP MEL Framework with reference to the Program Logic and Head Contract requirements, advice and guidance provided by the MEL Advisor, as well as internal objectives set by the Director, NCP MASS and MEL Advisor.

Key responsibilities for the MEL Coordinator include but are not limited to:
– Deliver the required NCP MEL functional services effectively and efficiently;
– Ensure that the schedule of MEL requirements is completed on time and to standard;
– Analyse, report and present on data through multiple and appropriate data collection approaches;
– Provide MEL content for required ad hoc and monthly, quarterly, bi-annual and annual reports, as well as discussion papers and presentations;
– Inform and advise the Director NCP MASS and Advisor MEL on issues relating to MEL implementation and delivery as planned;
– Track the collection of data as it relates to required reporting of progress against planned outputs and outcomes.

Position reports to: Director, NCP MASS and MEL Advisor;
Location: Adelaide, South Australia preferred, Brisbane and Canberra are an option.
Contract type: Full time, fixed term until 30 June 2025.

Essential
– A graduate degree in Evaluation, Social Sciences or other analytic field;
– Demonstrated MEL experience including the use of performance measures in tracking program outputs and outcomes;
– Demonstrated ability in using quantitative and qualitative MEL approaches including data extraction and management, surveys, interviews and case studies;
– Demonstrated experience of employing MEL data and information to inform reports, discussion papers, and presentations for clients and stakeholders, as well as for internal purposes;
– Demonstrated proficiency in working with data collection and reporting software;
– Demonstrated ability to work independently and as part of a team in delivering MEL services.
