PROGRAM MANAGER – S4IG
Project Overview and Role:
We are seeking applications for the position of Program Manager, for the Sri Lanka Skills for Inclusive Growth (S4IG) Program. Phase 2 of this Program will support poor women and men who, as producers, workers, and entrepreneurs, participate in and benefit from the expanding tourism industry in Sri Lanka, implemented through our National Office in Colombo and Eastern and Northern Central Regional Offices in Batticaloa and Habarana districts.
The goal of the S4IG Phase 2 is “economic growth particularly in the tourism value chain that benefits all Sri Lankans and contributes to a prosperous and stable Sri Lanka”.
This role is fixed-term until 28 February 2023, with possibility to extend beyond that to November 2024 based upon performance, and based Adelaide, Australia. Remote working with regular travel to Adelaide may also be considered for the right candidate.
Primary Duties and Responsibilities:
Deliver as required on key program management tasks including: budget, financial management and reporting, supporting the management of program operations, HR and recruitment and quality and legislative compliance
Establish, maintain and manage relationships with S4IG Senior Management Team to support effective leadership of program and team performance
Provide support to the S4IG Team Leader and other program personnel (such as the Deputy
Team Leader, Finance Manager and others) to ensure the Head Contract is managed within
budget, quality and time parameters, ensuring that contract deliverables and milestones
are met.
Maintain an effective relationship between the client, advisers, other stakeholders and
Palladium.

Required Qualifications:
Relevant tertiary qualifications in a development related field, with relevant experience in Program/Project Management within an international development context.
Excellent development project management skills, including an ability to manage competing priorities and meet deadlines.
Ability to communicate effectively, in writing and verbally, and use innovative methodologies for promotion and delivery of program outcomes.
Demonstrated excellence in leading others, including the ability to provide clear direction, use initiative, motivate and empower others, set appropriate standards of behaviour and manage effectively during times of change or stress.
Demonstrated experience in building trust and developing strong working relationships with a range of diverse clients and stakeholders, understand their needs and ensure that their expectations are met.
Experience in budgeting and financial management, including ability to interpret and analyse financial reports.
Highly developed interpersonal skills with cultural sensitivity.
Experience working in the development sector of Sri Lanka or South Asia (desirable)
Demonstrated experience in DFAT program delivery in developing country contexts (desirable)
A comprehensive understanding of DFAT policies and operational procedures (desirable)
