Project Overview and Role:
The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND— is a five-year, U.S. Agency for International Development (USAID) funded project which aims to support Missions with increasing the availability and utilization of quality health services across all USAID priority health areas.
In alignment with its commitment to sustainability, USAID is committed to expanding its range of implementing partners by investing in new and underutilized local partners (NUPs) and strengthening their capacity to strategize, plan, and implement health sector programs with USAID funds. Enhanced participation of capable local partners to increase demand for and deliver high-quality, high impact health services will enable governments to meet crucial health goals equitably and sustainably. NPI EXPAND will catalyse opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID through a subaward/Grants management program.

NPI EXPAND Brazil Activities Overview
The goal of NPI EXPAND is to prevent and mitigate the health effects of COVID-19 among vulnerable populations in all nine States in the Brazilian Amazon Region. NPI EXPAND does this by providing subawards and technical assistance to local Brazilian civil society organizations (CSOs) including non-governmental organizations, community-based organizations, and faith-based organizations.

In Brazil, the NPI EXPAND activity engages strategic, Brazilian, New and Underutilized Partners to leverage community structures and provide innovative and scalable solutions to strengthen emergency preparedness and response to COVID-19 in the Brazilian Amazon Region.

NPI EXPAND operates in partnership with USAID Brazil, the Partnership Platform for the Amazon (PPA) and SITAWI Finance for Good These entities have formed a partnership called the PPA Solidarity: Covid-19 Response in the Amazon, also known as “PPA Solidarity.” PPA Solidarity will engage the private sector and strategic Brazilian partnerships to leverage innovative and scalable solutions to strengthen emergency preparedness and response to COVID-19 in two strategic objectives:
● Accelerate widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations;
● Reduce morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems including prevention, detection, and response to pandemic threats.

The activity will support local partners in the Brazilian Amazon Region to conduct COVID-19 response through grants and remote, targeted technical assistance. The grants will focus on health activities within the Amazon to mitigate the impacts of COVID-19 on vulnerable populations which primarily include quilombola, indigenous and other traditional forest-dependent peoples, smallholder farmers, street populations, female-headed households, vulnerable populations from remote rural areas to impoverished urban areas, Venezuelan migrants, among others.

This position will report on a day-to-day basis to the Brazil Country Team Lead.

Primary Duties and Responsibilities:
The NPI EXPAND Brazil Program Manager will provide technical and managerial support for NPI EXPAND project activities including overseeing the day-to-day work of selected CSOs to design, plan, implement and monitor COVID-19 response activities around supporting vaccination efforts, risk communication and community engagement, and reduction of morbidity and mortality.
(S)he will also liaise with SITAWI, the local fund manager, as well as PPA. The Program Manager will report to and work with the Country Team Lead, the Clinical Advisor, the Finance and Operations Manager, the MEL Specialist and Grants Coordinators to ensure efficiency and compliance of local partners with the local, USAID, Palladium and NPI EXPAND project regulations. In addition, (s)he may also receive technical guidance from the Project Director, Field Support Director, MEL Director, and service delivery specialists in the headquarters office, when necessary.
The NPI EXPAND Brazil Program Manager will be expected, but is not limited, to:

Provide technical assistance:
Oversee the implementation of program activities by the CSOs and verify the achievement of milestones in their subawards.
Provide technical assistance to ensure CSOs adhere to the conditions of their NPI EXPAND subawards. With the Team Lead, and possibly the MEL Specialist, Grants Coordinators and/or Clinical Advisor, develop and implement strategies to fill any identified performance gaps with training, workshops, coaching and/or mentoring.
Provide technical support to the preparation of project workplans and support implementation in collaboration with the selected CSOs.
Support CSOs to implement social accountability interventions to ensure COVID-19 grant activities are carried out in a way that benefits vulnerable communities and produces positive impact in target communities.
Review all CSO-submitted technical deliverables to ensure quality before submitting for approval.
Ensure compliance and consistent implementation with USAID rules and regulations and established Palladium and project policies, procedures, and technical guidance.

Oversee and provide input into grantee and project reports:
Contribute to the development and implementation of workplans; ensure timely submission of high-quality deliverables.
Ensure project deliverables are met and on schedule and that Programme activities are compliant with USAID regulations, Brazilian regulations, and Palladium policies and procedures.
Identify issues or potential risks; consult with appropriate staff and make informed decisions on how to address issues, communicating when appropriate with senior management team through the Country Team Lead.
Support the review of achievements and provide technical approval of milestones submitted by grantees.
Support the preparation of monthly, quarterly, semi-annual, and annual reports for NPI EXPAND global team and USAID.
Maintain all activity documentation (documents, emails, workplans and drafts) in appropriate location for spot checks and audits.

Monitoring, Learning, Reporting, and Dissemination:
With the MEL Specialist and Clinical Advisor, implement regular monitoring activities of grantee project implementation performance in line with MEL plans.
Document achievement of objectives and collect data for the MEL plan.
Identify and support writing of promising practices, success stories, and lessons learned to document and disseminate through print, electronic, presentation, and other means.
Co-develop (with CSOs) remote workshops/knowledge dissemination events to share experiences/successes and address challenges that may arise among local implementers.
Document and disseminate best practices or project success stories across CSOs and report to the donors in a regular manner through the Country Team Lead.

Required Qualifications:
Bachelor’s degree in public health, health communications, international development, or related field; Master’s degree preferred;
Strong experience in project management, preference for USAID-funded projects;
Strong experience working in public health, infection control, emergency response, community engagement, and health/risk communication is preferred;
Strong experience organizational capacity assessment and design development plans and implementation;
Experience representing project or activity with government, donors, and other stakeholders;
Experience with monitoring, evaluation, and learning activities preferred;
Excellent report writing and communications skills;
Strong experience working with indigenous, quilombola and/or other under-served populations in Brazil, especially in the Amazon Region;
Strong experience working with civil society – NGOs, CBOs, FBOs, etc. – in Brazil, especially in the Amazon Region;
Experience living and working in the Amazon region preferred;
Fluency in English and Portuguese;
Proficiency in Microsoft Office tools including Word, Excel and PowerPoint.
Period and Location of Performance:
Period of performance is one year, with possibility of extension based on performance and funding availability. The NPI EXPAND Program Manager position will be based in Brazil, preferably within the Amazon Region. Depending on local guidelines and COVID-19 precautions, travel to and within the Amazon region may be required. Only Brazilian nationals, or those with permanent residency and right to work in Brazil, that are currently residing in Brazil, will be considered for this position.
