Overview:
IBTCI is currently seeking a Senior Local Monitoring and Evaluation Specialist for the upcoming Egypt Learning Activity. The purpose of this Activity is to provide monitoring, evaluation and learning (MEL) support services and build the capacity of USAID/Egypt and implementing partner (IP) staff. The objectives of these technical services and capacity building include improved use of Collaborating, Learning, and Adapting (CLA), support in implementing MEL aspects of USAID/Egypt’s Country Development Cooperation Strategy (CDCS) and enhanced organizational effectiveness.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Responsible for conducting technical work related to performance monitoring and conducting technical oversight and guidance for third party monitoring;
Conduct quality control for data collection by third party monitors and data collectors;
Conduct Data Quality Assessments in accordance with USAID ADS 201;
Assist in development of performance indicators, analysis of project M&E plans, and other MEL support provided to USAID/Egypt IPs;
Support the design and delivery of training on MEL to Mission staff and partners;
Support development of evaluation methodologies, review of evaluation SoW and the evaluation reports;
Ad-hoc analysis of performance monitoring data, cleaning and analysis of survey data;
Conducting site visits, key informant interviews, document reviews, and other qualitative and quantitative data collection;
Contributing to development of data visualizations, analytical reports, and presentation materials in English and Arabic;
Other duties as assigned.
Qualifications

Minimum Requirements:
Egyptian citizenship required;
Bachelor’s Degree required, Master’s Degree a plus;
Fluency in English and Arabic required;
At least 5 years of experience in monitoring and evaluation on international development projects;
Experience in three of the following areas:
Indicator development, data quality assessments, and performance monitoring and reporting;
Complementary monitoring approaches such as complexity aware monitoring approaches and methodologies;
Monitoring and data collection approaches in non-permissive environments where data transparency is an issue;
Experience in utilizing remote data collection and remote monitoring and data collection techniques;
Experience developing tools (questionnaires, survey designs, etc.) for quantitative data collection, and experience in statistical analysis of survey data;
Experience collecting qualitative data in Egypt through key informant interviews, focus group discussions, and site visits
Technical expertise in the design and implementation of development interventions;
Filed conduction of surveys in Egypt.
Preferred Knowledge, Skills and Abilities:
Advanced degree in relevant field (international development, economics, statistics, etc.) or additional experience in absence of a degree;
Experience working with USAID funded projects;
Demonstrated experience in monitoring and evaluation, collaboration, learning, and adapting (CLA) approach;
Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results;
Experience conducting evaluations and monitoring in the field;
Demonstrated experience in assessments, surveys, quantitative and qualitative data collection methods, quantitative and qualitative analysis methods, and quantitative and qualitative data collection instruments/tools;
Experience in statistical data analysis using statistical software;
Experience with collection and analysis of qualitative data from Key Informant Interviews;
Experience drafting evaluation reports in English, with a clear focus on differentiating between findings, conclusions, and recommendations;
Experience working with donor/development organizations, government officials, civil society leaders, community leaders and project beneficiaries is a plus;
Project management skills are a plus.
Education: Bachelor’s Degree in related field required, Master’s Degree a plus.
Working Environment: Work is typically performed in an office environment or in the field.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel is essential and may include travel to fragile and conflict-affected areas. Percentages may vary depending on IBTCI business needs.
