Overview:
IBTCI is currently seeking a Senior Monitoring Specialist for the upcoming Egypt Learning Activity. The purpose of this Activity is to provide monitoring, evaluation and learning (MEL) support services and build the capacity of USAID/Egypt and implementing partner (IP) staff. The objectives of these technical services and capacity building include improved use of Collaborating, Learning, and Adapting (CLA), support in implementing MEL aspects of USAID/Egypt’s Country Development Cooperation Strategy (CDCS) and enhanced organizational effectiveness.
This position is contingent upon award.
Responsibilities
Tasks could include, but not be limited to: Scope of Work:
Lead and manage the technical work related to performance monitoring under this contract;
Conduct Data Quality Analyses in accordance with ADS 201;
Work closely with USAID technical offices to review of activity-level M&E plans, and to ensure the quality and utility of performance monitoring data;
Manage junior and mid-level monitoring experts and
Support the Field Monitors by reviewing reporting methods, carrying out training needs analyses, designing reporting tools, and advising technical offices on ways to improve field monitor performance
Serve in the above consultant capacity to support the IBTCI technical practices of Global Health.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Minimum Requirements:
Advanced Degree in a relevant field;
Fluency in written and verbal Arabic and English; and
At least 7 years of experience in Monitoring, Evaluation, and Learning, including experience in the following areas:
Indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and/or reporting;
Demonstrated MEL facilitation and trainer experience, from design, to implementation and reporting;
Substantive experience leveraging performance monitoring data for the improvement of ongoing project management; and
Project management skills.
Education:
Master’s degree in management, international development, economics, public policy, statistics, political science, or a related field required;
Preferred Knowledge, Skills and Abilities:
Master’s Degree, or higher in a relevant field;
At least 5 years of experience conducting monitoring for USAID funded project, including management of data collection partners/subcontractors in Egypt;
Experience developing AMEL plans for USAID-funded projects, and development of performance indicators;
Proven experience authoring monitoring reports for USAID projects;
Experience with implementing third party monitoring in Egypt;
Experience in conducting the data quality assessments; and
Experience in managing small project implementation teams, and coaching and developing junior and mid-level personnel.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile or conflict prone zones.
