Project Overview and Role:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity assessed best practices and possible innovations in scaling social protection platforms in Indonesia, especially to benefit and empower women. A preliminary vision of this platform has been designed with Indonesian stakeholders around expanding JKN in partnership with private partners in digital payment services/ mobile payments and telemedicine. CATALYZE is looking to concretize the concept based on further stakeholder consultation.

The project seeks to engage up to two short-term, Jakarta-based consultants to assist in stakeholder consultation and engagement, including but not limited to conducting key informant interviews (KII) and focus group discussions (FGD) and data collection with potential partners, intermediaries and beneficiaries. Stakeholders of interest include BPJS-K and other relevant government institutions; digital financing technology companies; telemedicine companies; health providers and associations; and other stakeholders as deemed relevant in collaboration with the project staff. The consultants are expected to represent the Project interests, gain insights on the stakeholder’s interests around this envisioned partnership platform to expand JKN, and to help refine the partnership structure to get stakeholders to buy-in to it.
Primary Duties and Responsibilities:
The Senior Consultant will lead the stakeholder engagement supported by the Junior Consultant, with primarily role in leveraging established relationships and private sector insights to engage stakeholders, draw out relevant insights and perspectives from the stakeholders, and to create and execute strategies to bring the key stakeholders to the table to partner on this initiative to expand JKN on behalf of the CATALYZE team. The consultant will be engaged for 2.5 months from approximately June 15 to August 31 to undertake the following tasks and functions. The anticipated level of effort is up to 20 days.
Familiarize with project documents, including intervention design and proposed applications, as well as data collection approach, data sought, and stakeholders to engage.
Recommend approach to document outputs from stakeholder engagement; most likely this will take a form of short word document reports that includes contact name, date of engagement, contact information, and key insights drawn from the meeting.
Support contacting and scheduling, and lead KIIs, FGDs, and other stakeholder engagement and data collection; while most contacts will be provided by CATALYZE, we may – in some rare cases -request the Consultant to source contacts.
Review and revise, as appropriate, meeting outputs drafted by the Junior Consultant.
Produce a brief (up to 5 page) summary at the end of the consultancy outlining the stakeholders engaged, their interest in the partnership, and the list of contacts as annex.
Participate in periodic check-in calls with CATALYZE technical focal points to update on assignment progress and to highlight and brainstorm solutions to issues. CATALYZE team is primarily located in Washington, DC.
Thus, the Consultant must be available to take calls in the mornings or evenings to accommodate time zones.
Assist the project in other relevant tasks as determined by the DC-based technical focal points.
Required Qualifications:
Master’s degree in business administration, public policy, health, economics, finance, or a related field.
Experience with social protection issues, economic empowerment and health insurance preferred
Extensive experience conducting key informant interviews and focus group discussions
Experience working with private health and non-health sectors, and networking with a diverse range of stakeholders in Indonesia, as outlined in project overview.
Familiarity and contacts within digital financial technology and telemedicine in Indonesia, as well as with the Government of Indonesia, especially BPJS-K and Ministry of Health.
Ability to coordinate and effectively conduct meetings with key stakeholders as a representative of the CATALYZE program
Demonstrable experience supporting stakeholder engagement and other co-creation processes for USAID- or other donor-funded projects desired
Extensive knowledge and familiarity of Indonesia and the local context
Evidence of strong interpersonal and written communications skills
Oral and written fluency in English and Bahasa
